集団ストーカーは大手通信会社が開発し
人への訓練も行っているとされている。
日本国内だけではなく世界に広まっており、
国連人権高等弁務官事務所 でも問題視している。

by a major telecommunications company and also train people.
It is spreading not only in Japan but also around the world,

also sees it as a problem.
